Racial Equity Action Plans: A How-To Manual

The Government Alliance on Race and Equity’s (GARE) Racial Equity Action Plans manual guides local governments through putting a theory of change into action to achieve a collective vision of racial equity by outlining the creation of a Racial Equity Action Plan. GARE believes local governments have a unique responsibility to their residents to go beyond addressing individual discrimination and examine complex system level structures contributing to inequities. These plans will help local institutions put this responsibility into action.
